BOARD OF DIRECTORS MEETING

The meeting was held at Cottonwood Elementry School.
The meeting was called to order at 7:04 p.m.
Meeting Minutes for the prior 3 Board meetings (October Special Meeting, November and December regular meetings) were approved subject to John Wallace’s review.
The Balance Sheet and Income Statements were distributed by Vera, discussed and accepted by the Board.
The results of the audit were good…we received an “opinion” from the auditors.
Don LeBrot presented the Corrected Covenant Violations, Customer Balance Summary and the Covenant Inspection Status reports. All were reviewed, discussed and accepted by the Board.
The contract with the trash service is up in March. Don will get bids from other companies to make sure we are paying market rates.
It was agreed that we would give the Tennant’s (last name) another month to complete their repainting as they had shown good faith in beginning the repainting project.
A resident on Powers Drive complained that a neighbor’s pickup truck has been parked for an extended period of time without moving and the resident thought that the truck probably did not have current tags. The Board decided to write a letter to the owner of the truck explaining the Rules and Regulations relative to “idle” vehicles and to ask the owner if the truck had current tags and insurance and whether the truck was driven on a regular basis.
Board reviewed and approved the new owner “Welcome Letter” as is.
With regard to Bob Schwartz’s multiple vehicles parked in his driveway with car covers: 1) received another complaint (there have been many others) from a resident and, 2) Sheriff and Zoning have no regulations/laws against car covers. Board decided that although the autos parked in Mr. Schwartz’s driveway are unsightly, are the subject of numerous complaints from residents, and are likely to cause houses to be more difficult to sell and shall continue to inhibit the appreciation of home values, the regulations do not address multiple cars parked in driveways with car covers and therefore the Board is powerless to take further action on this case at this time. The Board may consider changing the Rules and Regulations to disallow multiple covered cars in driveways in the future.
The Board accepted a motion to adopt the SB100 document as written.

The Board discussed the Stewart’s case, the letter from their attorney and the Board’s attorney response. John Wallace and Vera Beers indicated that they would quit the Board if the Board didn’t agree with them (and not enforce the Rules and Regulations against parking large work trucks on the side of a house). The remaining 7 Board members voted unanimously to uphold the existing Rules and Regulations by not allowing the Stewarts to park their truck on the side of their house, and to have the Board’s attorney assist in the enforcement even if the Stewarts file suit.
Bob Schwartz indicated a desire to be on the Board.
The Annual Meeting will be in May.
Next months discussion topics will include: 1) reserve funds, and 2) second signature on Certificates of Deposits.
The next meeting will be at 7:00 p.m at Cottonwood on February 8th.
