HOA Residents:
Several residents of the Cherry Creek Vista Homeowners were present and
signed and attendance sheet. The
attendance sheet is on file with the other board documents.
•The meeting was held at Cottonwood Elementary School in the cafeteria.
•The meeting was called to order at 7:03 PM.
Amendments and Modifications to the Rules and Regulations (R&R)
After Barbara Ariss explained how R & R’s can be amended, she read comments and letters received from several homeowners regarding language modifications and a car cover amendment.
Pete Whitaker offered correct language for the R&R regarding car covers as follows:
Discussion followed regarding language about stored vehicles. It was reiterated that the HOA covenants cover this topic and the need to state it again in the R & R’s would be redundant.
After all in attendance had a chance to discuss the amendments and modifications to the rules and regulations, the board voted for and approved one covered car per home allowed as stated above.
Neighborhood Group Homes
Tammy King from Arapahoe County was present to answer questions from residents regarding the number of group homes increasing in the Vista, specifically, in ranch style homes on Kenton Way. Tammy verified that a home for the developmentally disabled is licensed for up to eight, and senior housing can house 8 residents with a 750 yard separation between such homes.
Concerns from residents arose specifically about the developmentally disabled home on 5769 South Kenton Way. Problems have developed with parking, too many cars in front of, and around the home, excessive noise, pollution from running cars and exhaust, endangerment of pedestrians walking to/from school with double parking, and questionable care of residents. Questions also arose regarding external remodeling permits and zoning requirements for these group homes. Vista residents are also very concerned about the number of group homes being developed in the neighborhood, and how to limit the number of such homes.
After some more discussion and concerns were brought forth about the group homes in CCV, Barbara Ariss proposed that the Board host a forum with Commissioner Dyer after his inauguration to address these issues. Ernest Hamberger, Neal Barkley and Mike Wallace residents of the CCV, were asked to assist in spearheading this forum. A mailing will be sent to all CCV residents to notify them of this upcoming forum.
All guests were invited to stay for the remainder of the December board meeting.
Minutes of November Meeting
As there was no quorum for the November meeting, there were no previous meeting minutes to approve.
Centennial Property Services report
•The
financials from September through November including the balance sheet and
budget were reviewed.
•Covenant violations through November 30, 2006 were presented including a list of residents who are late in paying their HOA dues.
•Board was
updated on legal counsel action to date. Final payment was received for the
Cathcart matter. On December 21st
Judge Pietre
will rule on the Rod Stewart matter.
Other Items
•Per a homeowner’s request, the
board will present all homeowners with a summer schedule of board meetings as
their location is in various homes rather than at Cottonwood Elementary
School.
The next meeting will be held Wednesday, January 10th,
2007, at Cottonwood Elementary School.
